This looks like the "King" or "Queen" of a chess set, but I don't think that is its ID...I need some help ,please

Found this rather heavy ( 40.94 grams ; 3 " height) brass ( I think that 's the metal) item in low tide mud this afternoon.

There is a stone ( ? ruby) in the bottom of this item

Looks like a draft handle and the threads opposite of the stone where it threaded on has been broken off.

On Antique Roadshow tonight a lady had a fancy, expensive, parasol handle.-however it had a similar profile, and a fancy stone in the end like this one- so I was just wondering if it could be a not so expensive version.CO

The beer tap handle was the first thing that came into my mind as well...both ends have been snapped off...the plastic or glass topper, and the threads...
