Is the outside a plastic material? I looks like an old wirenut. I am a sparky and have handled a couple.

You know...it looks very similar but is the model T cap about the same size in diameter as a current one? This is way bigger.....like 1.5 to 2 inches around and about 3 inches long.

No,,, it seems to be all brass.

A lot of old hand tools had metal handles.
 
Taz has the right ID. They were made in different lengths and styles but were pretty large to cover the entire valve stem, not just the end. Here are a few pics to reference the size....

You guys know your stuff! The first pic you posted is almost exactly like the one I found but flatter. I learned something today. It did look like a big wire nut but way bigger than I thought it should have been.
