I figured that date by the hallmarks. 'birmingham in 1899. But does anyone have any idea as to what it might be??[
 
Pretty sure it is a sailors Neckerchief (scarf) slide.... here are some modern samples.....:thumbup:

And actually, it does make sense with the 'patent applied for' on the back
