Don't really know what this is. It's built like a rivet but I guess it could be a cuff link or something similar. The design to me looks like a state seal but I'm not that familiar with all of them. Anyone???

Evidently from the GAR (Grand Army of the Republic - Union veterans of the Civil War). Compare to the center of the star on the GAR membership badge shown at link below.
