Ray Midgett has put together a great site with a lot of info on hunting the OBX.

Most of all, be carefull not to hunt in the National Seashore area -- they can arrest you confiscate all your equipment and even your vehicle. Basically you are OK if you stay Nags Head and North. Areas to the South are protected even though they look like regular residential areas. Winter is the best time because the sand gets eroded and items are more exposed, but you should find plenty of day droppings in the summer. I have found great stuff in the Corolla area [expensive houses = good jewelry]. Good luck and enjoy.
