Sword Belt Plate ID. Please?

Howdy--
I'm new to this forum and I thought that perhaps someone here would recognize this belt-plate. It is marked on the reverse: "Hartley & Graham" and "22". I don't think that it is very old as I found weat-cents and memorial cents at the sight. But who knows? Sometimes we dig something old and good at an unlikely sight. Thanks in advance for any ID help.

Hey Blind Squirrel, what you have is a Waist Belt Plate, regulation 1905 Pattern,Navy Officer,ca;1905-1915
Probably mfg. by "Hortsman", Hortsman was a major government supplier from 1850 until WWII.
