STRANGE LOOKING PADLOCK

DOES ANYONE HAVE ANY INFORMATION AS TO WHAT TYPE OF PADLOCK THIS IS? IT IS KIND OF WEIRD LOOKING. I FOUND IT IN AN OLD, PLOWED,
FIELD THAT WAS A FAIRGROUNDS UNTIL 1910. IT APPEARS THAT A FRONT SWIVEL COVER IS MISSING.
 
Look at the 3rd pic down it pretty much matches yours.

It looks almost identical to CB&Q railroad padlock I found about 5 years back. Don't know the maker, but CB&Q was stamped on it in very tiny letters. I can't remember where the stamp was, but it wasn't on the shackle as mine didn't have one. It did have the swivel cover on it, the letters may has been on that. I gave it to the local train depot, so I can't take a picture of it for you. Sorry.
