Strange foreign coin

My father found this weird coin on one of the local salt water beaches last week. It was pretty cruddy but a vinegar soak peeled the junk off of it.
It's about the size of an American half dollar.
I'm guessing Eastern European. The writing doesn't quite look Russian.
Any ideas?
