Found this stirrup & harness buckle in December at an 1840's Dragoon outpost and trying to find out if they are period or from a later farming era.
The footrest area of the stirrup is a simple open oval. After cleaning the iron is probably 1/2 the original thickness. As you can see, there are 3 of the 4 copper rivets that held the buckle to a leather strap. The left loop curves down 1/2", the right loop curves up 3/4" and the center loop sticks straight up 3/4".

I believe you are correct on the identification of a harness buckle. Here is a couple of pictures of a modern Billet buckle and One that was dug.

Wish I could help on the stirrup..certainly doesn't not look like CW Period

check to see if there are any rivet holes in the loop of your stirrup about 1/2 to 3/4 ways down the loop. These would be the attachment points for a leather skirt to protect the boot and would point to Dragoon period.

For the information on the "Billet" buckle! That is certainly what it is!!
