Sterling silver shields w/designs

Found these last week - location active since the 1940's. Size is 1 inch x 5/8 inch. They are stamped sterling with small holes at the 10 and 2 O'Clock positions. They have different Mediterranean cities, Livorno (Italy) and Rhodes (Greece). Any ideas?

I suspected the same. It would be great to see a spoon with one still attached. Yours looks great. Does yours have a stamp on the reverse or holes in the upper left and right?
 
This is what I thought they might be since there's two holes in the corners.
A wine bottle collar??? This one is sterling and most older ones are. Any other suggestions? HH, Nancy

as a kid i lived in germany and all the little towns had things like that .and you mounted them to your walking cane as reminders of where all you went on your journeys. made a good souvenir
