Next to the meter? A bit unusual. Perhaps the cable had been twisted at the meter too many times.
Pin # 5 coming from the control box is the ID voltage that gives you the meter reading. You know the meter has operating voltage if it reads 000, but if no other number reads.....even at turn on....then the input id voltage is missing or something in the reading circuit is broke. Will usually be the wire on pin # 5.
