Something cool, but no idea what it is

I got this from an old house site tonight. It is about 3 inches across. It is very heavy and it looks like it has a hinge pin at the bottom. The curved levers on each side move in and out like a release of some kind. Curious if anybody has any guesses. The back is odd too.

It is the clasp on an antique tintype or cabinet card photo album. I am missing the anchor off of the front of the book. This clasp would have connected the front and back together. Somebody posted an almost exact match. Amazing how we can get ids.
