My friend in Staten Island found this today. It looks like some kind of a badge? Any idea's on what kind?
 
Its a suspender buckle/clip. It is missing the strap clip that had teeth on it which went in the two opposing holes. There was a metal ring that was placed onto this hook which was very easy to undo without messing with a button. Pic of a suspender clip with the metal ring in-place but the hook being smashed.....
