Small item found near 1850 mill site...Need ID

Found this near the site of an old mill from the 1850's. The mill is near a small village that was a stop on the underground railroad. I didn't have a long time to hunt there, but I will return. It read just a hair above a US nickel. Could it be pewter jewelry?

I thought the same thing.. I have seen folding button hooks, and I thought this might have been a part of one. However, the eyelett of a button hook is usually large enough to fit a thumb through.
