Found this today at old home site. The top circle is either plastic or bakelite. The bottom part and strap holding it to the white part are both marked sterling silver. It has a clapper in it and rigs when you shake it. Anyone have an idea? Jim

...one more link, Jim, including a photo with a hallmark.

I see in a number of other text links that the teething ring portion of these rattles made in the 1800's are ivory or mother-of-pearl.
