Hello Folks
Has anyone seen something like this? I Googled myself out trying to find it online but was unable to locate anything similar. It is about two inches across, screwed together, probably made of aluminum each side is about a 1/16 of an inch thick.

Interesting, how would one go about making it Whiz?
 
By blowing the top of ring the disc would spin around making a wising/zinging sound. If the user pressed their lips against the ring it would sting almost cutting the skin.

You can easily make a hand operated whizzer. All you need is a large (1 1/2 inch diameter or larger) plastic four hole coat button and about 5 feet of string. Run the string through two opposite holes in the button and tie the ends together. You now have a loop of string that goes through two button holes. In each hand hold one end of the string and swing the button around until the string twists together. Pull on the loop ends and the button spins. release the pull and the string rewinds. As you pull and release the spinning button will make a whizzing sound.
 
Ant and Flinthunter, you seem to be talking about two different things. I can see how this could have had a string through it like the button mentioned but there are screws on the holes blocking them. The pinwheel idea I cannot quite picture. Would you have to literally blow on it to make it spin?
 
Whether it be on a ring, a stick, or hand held, the principle is the same. It spins and makes a whizzing sound. The whizzer rings you can blow on to make the wheel spin. The button on a string is another type of whizzer but still the same principle. I posted it to show you can make a simple whizzer and how it works. I agree with Ant, it was probably a ring whizzer.
