sanded in/winter hunting

hello,i keep hearing the term "sanded in"which pretty much implies the sand is deposited much thicker under the water where i would be hunting ,which is neck high water,my question is what factors remove this sand,i hunt primarily at clearwater beach in florida,as far as winter huntimg goes it seems like either im sanded in or there just not any thing there,looking for some advice so as to sdjust my expectations.thanks
 
My wife and I go down there too, and lately we havent found much, actually practically nothing. Just a toe ring and a watch in the sand and a few $ in change. I think things really died out after Labor Day. Hopefully once the water warms up, people will be back in.
