Sand berms and silver in So Cal

Went to beach in Southern California today where there used to be a sand berm (made by a bulldozer). But today it was gone and the beach was perfectly groomed, like fresh snow. Most of my targets were only 3 or 4 inches deep (even the 1957 quarter and the 1956 dime). So I'm assuming that the berm had been made from deeper sand and, after they flattened it, the coins were there for me to find. Does anyone know how to find out exactly what "they" do with the sand in Southern California? Seems like useful information to me, especially after todays hunt.

They don't do anything with the sand other than push it around. It naturally blows around and will stack up in front of people's houses or over the walkways and make those berms and then they come around with the machines and move it around to rebuild the beach. They will also truck in sand from the Santa Ana river bed to refill the portions of the beach that are eroding away. If they didn't do this, the beaches would be quite small.
