This looks pretty amazing, but why is it password protected to begin with? I guess what I mean, is who is the intended audience of this site?

I was looking for stuff in Washington state and everything seems to work fine... Very cool!
 
I have found the easiest access via the local library. Most have online data bases. In our case here membership is free and I research the maps from home.
 
...much easier than going through our university's library system.
