Ro 13:1 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.

[[in 13/1 it states we should be subject unto the higher powers... in 13/4 the higher powers are the minister of God and its telling then to do good things but if they do evil things to be afraid for he the people beareth not the sword in vain we are not to follow the evil powers for he the people is the minister of God]]
