From the photo editor standpoint, there are two things you can get for free that will fit the bill. The first is a full-featured photo editor and organizer that's hard to beat called Picasa and it's from Google. You can get it here:

The second is a Microsoft "Powertoy" and what it does is to offer the ability to Right-click any picture and get the option to "Resize" it, as shown below. If you choose 640 x 480 it will be under the 120k requirement for the forum and still be large enough to be seen well. You can get it here:
