sort of looks like a foot peg or something designed for traction / non slip surface

I agree that it is some sort of cable clamp/crimp. I think the ridges helped grip the cable.

Here is a pic of one that was unused and one that was marked with red paint (perhaps marked for replacement/removal) and pried open flat.
