these seem like some kind of bronze fasteners - probably pumped onto the beach with the last beach replenishment project....
 
RR spikes have oval heads that are offset and the shank has a tapered end to a chisel shape. Your's is not a RR spike. If bronze then it could very well be from an old ship.
 
These look very much like the rivets I find on my local beaches. They are definately used in the manufacture of boats, still to this day. The nail part is used to hold together 2 planks from the shell of the boat, often with a small washer of the same material that will grip upon the nail. These small washers will have a square hole where the nail is forced through, and are called "roves". The size of these will give you an indication about the size of the vechile in question. Try a search on "boat construction" and "clinker built hull" for more info.
