Got this Buckle today at about 10" down, came in like a half dollar. I'm getting lucky, but there's a lot of trash and a lot of dumping was done here...HH. Looks like the great seal of New York...Again, any Help will be appreciated in ID'ing it.

Looks like good stuff. I'd hang in there. If its New York, should it not have exelsior on it? Everythin I ever found with seal had that motto.
 
It is a Rosette of some kind for sure, could tell better if the eagle was more exposed on the front. Very nice find. Nice flower button also, keep diggin!
