Found yeaterday

it says "C. M. St P. Ry on top ( maybe Chicago, Minneapolis, St. Paul Railway)
and says LOCAL on the bottom.
Bottom slot looks like it used to have something there as part of a stamped number is visible around the oval hole.

What is it?
 
I always thought they were adjusters that go on garter belts, bras, suspenders, coveralls, or any kind of strap. What are the dimensions?

Been told its a Chicago, Milwaulkee, St. Paul Railway luggage tag
