railroad baggage claim

I found this claim badge a few days ago on a local street medium. I've searched the internet to the best of my ability with very little luck. maybe some of you railroad fans can let me know some history on this or at least where to look. Thanks Ron
 
The Zanesville and Ohio River railroad was incorporated on 01-23-1886. Judging from what I could find, railroad companies didn't stay in business very long back then. If I remember right, from history class in college, I'm not that old, the economy was in a deep recession in the 1880's. From the picture it looks like Banesville. Has the tag been overstruck?

no it, s no an overstrike just no so good photo. Thanks for the info. Ron
