Question on GPS and Locality

Where should my location format be set D.MS or D.M. I have gps set to Enhanced, and GPS time sync checked. Where should the UTC time zone be set?? I live in Cincinnati Ohio the Eastern time zone. When I first tried to set UTC time zone it would not stay set. I would set my time to Eastern time and when I tried to turn on GPS it would not turn on, and when I looked at the time it was set to the unit default. I do not know what i should be using. If I set detector back to factory default, I have to reset all that information + setting the time, but not sure what setting I should be using for my time zone.
 
The Manual, page 49:

Set Time
Set Time allows you to change or set the current time. This option is only available if
GPS Time Sync is not selected.
