Is there a difference between a Explorer sold in the USA and one that is sold in the UK? I am sure that the power supply is not the same but what about the detector, VDI, stock programs, etc....

The battery charger will be different most likely as you'll have different voltages and possibly different plug pins, so it will be easy to buy a correct one locally. The batteries themselves will be the same.
