PSA Pin

Greetings,

I found this pin sometime ago, but don't know anything about it.

Has initials, PSA and cannot tell if it has a picture of a headless woman or a
torch on it.

Anyone know what PSA stands for or if picture is of torch or headless woman?

Or a turtle, or a fish, or non of those. I don't see a dog either. Its obviously oriented correctly, the lettering is up-right. Where is the dog?

A simle two word google search reveals all I want to see...."PSA headless". Why don't people google anything? Something about a religion and headless angels, devils and horsemen. And PSA apparently means 'Public service announcement'. That was hard for me to believe, but its related to church signs that say things like 'If you drive like hell you will soon get there' or 'If you want to meet Jesus, text and drive'. Included are a couple pics from google results.
I'm not even sure what the PSA is with this pin, I lost interest in its meaning when I looked for a bit. LOL
