Possible Shipwreck Treasure in North Carolina

Found this in the sand beaches of North Carolina today. It to me looks like a skull at the top in Black and then a bronze possibly claw or tooth attached. The gold like metal sparkles in the black seem different than the bronze part. I'm very new to this so any suggestions or guidance would be appreciated.

Looks like a 50 caliber bullet to me. If you look at the picture in this reply, the right most and the fourth bullet from the right had a similar crust build up on the end that was knocked off with a hammer to show the more shiny stuff underneath. In the picture are also three shell casings. All the shell casings have stampings on them that indicate place of manufacture and date. Every single one I have found in the Myrtle Beach area have been from world war II time frame. I suspect your find is from the same time period.

Thank you all. If this is a bullet, is it common to find them bent/melted like this and with this much crustation? I'm nervous to try and break it off especially since there seems gold dust specked on it.
 
I went ahead and chipped away a little more of the black crustation. I do see the texture of where a shell casing would have been. Seen in picture.
