Possible Lighter from Viet Nam

I found this also whil cleaning my aunts garage out wrapped in tissue she says he got in Viet Nam not sure was wrapped in tissue paper in a box on the front it has a W the initial of his last name on the back simply says Japan just wanted you guys opinion on this lighter.
 
These types of lighters were common in the 60's and 70's. They had fish hooks/flies and other odds and ends in them. I had several myself. It could easily have been gotten in Nam but were very common here.
 
I too had a couple of them. One was red, the other black if I remember. Both had a fish lure in them. Also were made with small plastic or ??? little squares in them with company names on them for advertising. Bough both of mine in liquor stores.
