Found this is the Shenandoah Valley. I think it is a belt buckle, but I would like to know exactly what it is, from what time period, and if it has any value.

I've been told those are a civilian brass colonial era shoe-buckle. This type originally had a thin iron rod between the center of the buckle's top and bottom on its backside. They are found in sites dating from the 1500s to the early 1800s. They are too "lightly-constructed" to serve well as a belt-buckle.
