Can anyone give me an idea of what this might be. Heard a lot of possibilities on facebook forums so far. Nothing that I have decided was 100% correct.

Found in an empty lot behind my house (built in 1890). I have found many early 1900's items here, as I also feel this area was also used as someones garbage dump.

That's interesting. The first thing that comes to mind is part of a reloading tool for shotgun shells. If you can measure the inside diameter of the ring with a caliper it might help.
 
I saw a magnifying glass with this type set up once. ??????????????????? Also a helping hands set up for holding something one was working on.
