Pipe thing?

What kind of pipe is this. The center opening is about an inch across. It is either brass or bronze and probably weighs about 5 lbs at least. Its about 5 inches long and has the number K659, deeply etched into it. Note the two holes are only on the side shown and the tab at the lower front end doesnt go the whole length, it is just at the end. Found at older site where Ive found a lot of old historical stuff. . could those holes be where wires came out or do you think bolt or screws go into them- they arent counter sunk. Any input? thanks, CO
 
If that "out dent" on the left goes the whole length, I would say it was used for splicing two parts together; the holes being used for wood screws are counter-sunk so the tops are flush to the surface. This is a sheer guess on my part, but I have seen some similar items that were used as splints/splices.
