Can anyone go into some details about this program for me? Please realize I am totally unfamiliar with it.

What I hope to gain is some rudimentary knowledge to help me determine if I should buy it. Are there any websites that could teach me about it? Also, name one good book I could pick up that would open my eyes to the possibilities and the learning curve that will be involved.

What is the Elements program lacking that the full version (C2?) has, and would those omissions be of any interest to me?

Finally, if the amount of my questions is becoming annoying, please let me know!

I don't know about the newest version of Elements (5.0 which is 90 bucks) but the differences that used to be was Elements didn't offer curves, layer masking, color balance, pen tool, channel mixer, and several others. I just named the ones that I would personally miss by using Elements. However, it's way cheaper than CS2 and will do quite a bit. There are other things that CS does that Elements doesn't so give me a couple of minutes and I'll find a pdf file that I have here somewhere.
