That would be a OBA (Oxygen Breathing Aparatus) Canistor used by Navy ships/Coast Guard cutters for fire fighters. Once that can is inserted in the shipboard fire fighters breathing aparatus, they pull a set pin out (second pic, copper piece) which starts a chemical reaction that produces oxygen. Both services are moving to air tanks(like modern fire fighters) do to its hazmat disposal cost.
 
The canister goes in an oxygen breathing apparatus mask. The mask seals your face completely. The canister fits in a compartment. The little latch looking thing on the bottom is the ignitor. You pop it and it starts a chemical reaction in the canister that concerts breathed out CO2 into oxygen. It is used to fight fires and allow you to breath and not die. The canister gets hot enough to burn you when running.
