Is metal detecting allowed on the Outer Banks ?
Kill Devil Hills area to be exact.

Yes. Metal detecting is allowed in Kill Devil Hills. I recommend that you check out the sodapoppirates website that was put together by by Ray Midget. It will explain where you can hunt on the outer banks.
