old toy anyone can help with age

This old toy is made out of lead and I believe it to be WWII era or earlier. Thought it was an old army soldier but has feathers out the hat and is carrying a bent rifle. I think it could be late 1800's - early 1900's. I am looking for someone to identify and possibly tell me the age.

By Looking at it, I can only guess it is from the period of the Spanish American War (189:geek: thru The Mexican Revolution (1910-191:geek:. It is a Navy Seamen. Yes, Irsjr is right on the two ribbons.

During the Mexican Revolution, the U.S. Navy came into port at Vera Cruz and stormed the city to uphold the law. The Mexicans thought it was an overthrow of their Gov't. The Navy Seamen were called "Blue Jacks" or was it "Blue Jackets". They branished the Colt .45's and '03 Springfield to the Mexican People. . . I guess to show force.
