Found this at old sight..Notice when turned one way says New York..Turned the other says Wheeling Virginia NOT West Virginia....
Seems like a handle or tag of some type..My friends think it may be very old mail tag or stagecoach tag for Mail..It's old being it says Wheeling Virginia.

Thanks who ever sent me the PM about West Virginia becoming a State in 1863...........So it has to be before that date being it says Virginia.
 
I have never seen anything like that before Elton. I think you are on the right track though. Speaking of track............could be a railroad mailbag seal. Nice find.
