OLD STATE OF WISCONSIN RING "DEEP"

This ring was at least a foot deep! I was using an excal 800 in a high trash area in about three ft of water. This is the second one I found, I found one a couple years ago.

Does anyone know anything about these rings? Were they a state fair thing? Job related? College?

Thanks for looking.
 
Not gold, probably brass. The only marking is a U with an arrow through it witch I have seen in alot of old rings.
 
sometimes given to people who worked for the state in some way,state road state forest ect.. still old ring
