OK somebody explain what add recipient in pm means?

Try to send pm to new member a few times and get the red flags and up top of pm says add recipient what does this mean put person name in and no go.
 
Send the same message to two or more people. (recipients)
 
But the first message wont go and i don't want to send to anyone else .He only has three post is it because he is new i only have this happen when the person is new
 
Yes, new users will get PM rights when they have three months and 24 quality posts logged. A rule enacted to help curb bogus selling of products from people we don't know.
