OK I know I am missing something somewhere

None of the laughing smileys are laughing, none of the jumping smileys are jumping, etc.

I know it is a setting in Internet Explorer somewhere that is giving me the image but not letting the animations work. So, someone know what that setting is?

If not is isn't a big deal since this is the laptop I am on and it doesn't get used much.
