Odd military button ID

I don't know what branch or age this button belongs in.

It's a crane over the anchor and only shows 12 stars.

My mistake on the stars, there is 13, the one under the left wing tip is very nearly worn off.

The back is mostly missing but I think is says scovill mfg on the remaining part.

Is this a WWII vintage? I could not find a photo match in my search on the net.
 
Did more cleaning on the front and it is a rather wierd eagle, not crane (long neck for an eagle!!). There is something at the tip of the beak but I canno tell what it was supposed to be as it's worn smooth. The wings are longer than most photos I've found. Still not sure of the age.
 
For the Marines, as quoted in Albert’s book: “We find the Navy buttons prescribed for the Marine Corps uniforms as late as May 15, 1821. However, an order dated August 3, 1821, prescribes Marine buttons for officers. The device is practically the same as is in use today:
An eagle with outspread wings holding a loop of anchor cable in his beak, grasping the ring and stock of a slanting fouled anchor with his talons. Thirteen stars in an arc above, the entire device is on a lined field with a raised border.”
 
I found the exact button on ebone, $24.00 but in much better shape. It said old dress blue but did not give an age.

The above photo is close but the eagle has a lower, longer neck and has something in it's beak. Since the button is worn, it just a small lump.
