I found this near an early 1800 stable,, I believe it is silver,, it is very heavy..and it is not lead,,,
I have seen similar things used in a closing and keeping device, to explain,something like this would be slid thru a door latch,, ,,,, Close door, swing latch to lock position and drop something like this into the latch to lock it,,, hard to explain,,, but I know they would not use one made of silver,,, I just don't know...

The word you are looking for is "hasp"

it doesn't have a hole in so that it could be tethered near the hasp.
is it hallow? maybe a sheath?

You mentioned a stable. In the old westerns, have you ever noticed, someone would pull up to the general store with a team and a wagon? And before they get off the wagon they push a lever forward. I wonder if it isn't some type of brake shoe or pad, that would be placed against a wagon wheel to keep it from moving? Your top right photo shows two white lines, are those smooth with the surface or indented? It could be part of a dead bolt, to a gate or door. It looks like a form of some kind.:shrug:

Could it be a form to insert between two strips of leather for a knife sheath. Then sew the strips together and trim.
 
Looks like it has been hammerd on...Perhaps just some sort of simple wedge???
