Looking for something that has Ground Balance, Target ID numbers and a depth meter that will go down 8 inches for under 400 dollars.
Has to have a decent recovery speed and hopefully a double D coil.

you can get it from Tesoro if you are willling to sacrafice the TID display with a brand new one. You may be able to find a used DeLeon for around 400, as they are about 500 brand new.
 
Might want to consider the Cibola too.

I don't recommend TID screens for beginners. They are inaccurate about half the time and new users tend to rely on them too much and miss a lot of good targets in the process.

A TID screen is only an aide, not the final word. :)

Sadly, too many new users treat it as such.

New or used for under $400? You can find several used for that price. But for new I can think of only one. Xterra 305. I had a 30, 50 and 70 and they were all nice machines. Call Chuck at Indian Nations for the best price. www.indiannationsdetectors.com
 
You didn't say how old your son is, but I assume he is young, so I would forget a metered detector and buy a beep and dig detector like the Tesoro Silver
 
I started on non metered detectors and even though I now have several with meters, I'm really glad I became proficient with the beep and dig machines first. As someone mentioned the display is only an aid and not always accurate at that. You mention ground balance which makes me think you might consider a used Tesoro Eldorado umax, or Bandido II umax or a Vaquero. They all have manual ground balance and will handle difficult ground conditions better than the Silver. My two bits.

Fishers F-4 meets all your criteria. Two other detectors worth considering are the Teknetics Delta 4000 and Garrett Ace 350. Kellyco offers a lot of extras with the Delta 4000 for just $279 and it only weights 2.3 lbs. The Ace 350 is also a quality machine and comes with a DD coil as does the F-4.
