Neutral Buoyancy Coil

I am building a coil for a PI, and am using the Hays Electronics 11" O.D. open search coil housing. I am looking for suggestions on the best way to make the coil neutrally buoyant in salt water. You get extra points if the coil still remains relatively lightweight.
