Most likely from Hong Kong which was a British possession until 1999.
The bust of Elizabeth II on the charm is similar to coins used in the British Commonwealth from 1965-1989. This portrait was done in 1964 and features the Queen wearing a tiarra instead of a laurel wreath. See below:
