they may suggest what can be done to get the money back. Maybe even the State Attorney General's Office might have some recourse in the matter. I'd consider even writing an article in the Opinions Column of your newspapers explaining the situation.
These things can put enough pressure on the guy to cough up the dough instead of having to go to court.

When underhanded people start getting the attention of the State they tend to back off and do what they 'have to do' to keep from getting into deeper water.
