NEED ID HELP

OK I think it is a lock keyhole cover, but it has many dates. It has a name on top what looks like P.W???ELLENS.K . I think the word PATENTED and the dates MAR 78 ,Mar 16.74, June 5, 1883, Dec 23.82, and it looks like CHICAGO on the bottom.
 
Hi Camman, just a stab in the dark but could it be part of the window mechanism that opens or locks a window frame in place? I always find relics with dates or writting of any sort interesting.

Looks like a muzzle protector for a pistol that was attached to the ramrod. There is a similar piece in Crouche's Relic book, though for a Rifle.

I found the US Patent for J.F. Wollensak, which is the name on the item. YOU ARE CORRECT!!

It is the bottom portion of a "Transom Lifter" for old railroad & trolley cars. I even found the original drawings for the patent!!
