Need ID help for buddy

It has a person's name engraved, along with Baltimore, Md. I have already done an internet search on the individuals name, and if this is what I think it is, the individual was an Artillery commander during the War of 1812. I figured I would post it for Scott, and get some opinions on it for him.

Solid-cast plates incorporating that particular type of attachment-hooks are made for mounting on a backing of either wood or HEAVY leather. They were not made for use on a waist-belt or clothing.

Therefore, my guess is that your buddy's relic is an ID-plate from a baggage-chest, or some other type of chest. Regarding the "timeframe" ...this basic type of ID-plate was manufactured from the early 1900s all the way back to Roman times (at least). But judging from the form of your buddy's plate, I'd say 1770s-to-1830s.
